Meeting was called to order at 4:00 pm by Russell Wray.

Brenda Wright took a roll call of the directors.

Russell Wray opened the Public Hearing for the WITCC 2023 Center for Inclusion Excellence Project. No oral communications were brought forward.

Russell Wray directed everyone to review the Thank You from Cherokee Regional Medical Center.

Russell Wray asked to review the Consent Items and asked for a motion. Jeremy motioned to approve and it was seconded by Linnea Fletcher. All in favor. Motion carried.

Terry announced that he received a Board Member Letter of Resignation for Neal Adler, District I. The Notice of Board Vacancy was published in Sioux City Journal on 4/6/23 and Le Mars Sentinel on 4/7/23. Derrick Franck, with regret, made a motion to accept the resignation. It was seconded, also with regret, by Jeremy Ogle. All in favor and th emotion was carried.

Juline Albert, Erin Volk, and Jessica Garcia welcomed everyone to the Denison Campus. Two students, Carlos Hernandez and Nathan Oliver, also attended and talked about their great experiences on the Denison Campus. Jessica gave a report on the happenings on the Denison Campus and Southern Service Area Update. She talked about the successes in the TRIO program. Denison will be hosting the Verizon Camp again this summer. Last year there were 80 students and they are hoping to get that many more this summer.

Juline Albert and Darin Moeller gave the 2023 Credit Instruction Programs Report. Darin wanted to recognize his team for all of the hard work on all of the curriculum and program development done. We have a new program, Aviation Maintenance, scheduled for a Fall 2024 start. We are proposing a deactivation for the Paralegal/Legal Assistant Advanced Standing program. This does NOT include the part-time program or the AAS program. We are also proposing the deactivation of the Mobile App Development program. We no longer see students interested in this program. It’s a one-year program.

We are listing Surgical Technology as a program of concern. There is low enrollment. We are going to work with marketing and other departments to try to get more focus on this program.

We are looking to possibly offer an eSports Management program due to the new eSports activity. We are also seeing a need for an Ammonia and Refrigeration program.

Tricia Sutherland made a motion to approve and it was seconded by Linnea Fletcher. All in favor and the motion was carried.

Darin Moeller also presented the College Now 2022-23 Annual Report and 2023-2024 Contract. Enrollment leveled out after losses due to Pandemic. WITCC ranked 4th as number of students served in the state. 329 high school students earned a credential in 2022. We were 2nd in state of Iowa. We were 1st in number of certificates awarded and number of diplomas awarded. We are continuing to build career pathways for high schools. Darin introduced the 2023-2024 contract for approval. Jeremy Ogle made a motion to approve and it was seconded by Derrick Franck. All were in favor and the motion was carried.

Darin Moeller also presented the Cengage Contract. Cengage provides immediate access for textbooks for students on the first day of class. This will be our 3rd year. We have seen growth with the number of courses now using Cengage. This contract is a 2-year contract. Linnea Fletcher made a motion to approve and it was seconded by Jeremy Ogle. All were in favor and the motion was approved.

Darin Moeller brought a proposal for Mechanical Engineering Equipment. Our advisory committee recommended the purchase of the mill and lathe. Derrick Franck made a motion to approve and it was seconded by Tricia Sutherland. All were in favor and the motion was approved.

Darin Moeller and Troy Jasman presented the Iowa Industrial New Jobs Training Program 260E – Wells. This will support 170 positions at Wells. Jeremy Ogle made a motion to approve and it was seconded by Derrick Franck. All were in favor and motion was carried.

Darin Moeller and Troy Jasman presented the Iowa Industrial New Jobs Training Program 260E – SIMI. This program would fun 20.5 positions. Linnea Fletcher made a motion to approve and it was seconded by Tricia Sutherland. All were in favor and the motion was carried.

Darin Moeller and Troy Jasman presented the Iowa Industrial New Jobs Training Program 260E. This company is doing a surety bond for the life of the bond. This will fund 122 positions. Derrick Franck made a motion to approve and it was seconded by Jeremy Ogle. All in favor and the motion was carried.

Darin Moeller and Troy Jasman presented the Multiple NJTP Resolutions and Agreements. Approval today is to give permission to publish. Derrick Franck made a motion to approve and it was seconded by Jeremy Ogle. All in favor and motion was carried.

Troy Jasman and Matt Pfister brought forward a Foundation Board Nomination, James Olson. Jeremy Ogle made a motion to approve and it was seconded by Tricia Sutherland. All in favor and motion carried.

Troy Jasman brought the contract for our Audit Services. This contract would start in June 2023 and go to 2027. Derrick Franck made a motion to approve and it was seconded by Jeremy Ogle. All in favor and motion was carried.

Troy Jasman presented the Copier Bids. We went out for bid and have selected the lowerest bid. Derrick Franck made a motion to approve and it was seconded by Tricia Sutherland. All in favor and the motion was carried.

Troy Jasman presented an addendum to the Great Western Dining Contract approved last month. Great Western has offered to invest $40,000 in some upgrades to the kitchen. We would choose how to spend the money over the next five years. Jeremy Ogle made a motion to approve and it was seconded by Linnea Fletcher. All in favor and the motion was carried.

Jackie Plendl presented the 2024-2025 College Calendar for approval. Tricia Sutherland made a motion to approve and it was seconded by Linnea Fletcher. All were in favor and the motion was carried.

Derrick Franck reported on the Community Colleges for Iowa Report. There was a meeting at the end of the month, but won’t know much more about the Senate’s education budget. Should get more information at the next meeting.

Terry Murrell gave his President Report.

  1. Legislative Update Waiting for budget targets to come in. House has come in and now waiting for Senate.
  2. Graduation is May 11 – Semhar is the speaker. At the 6:30 ceremony, we are going to honor Regina Roth. Regina gave seed money to start Comet Cupboard and Clinic. Both have been a great impact on our students.
